The "doorstep".

It's an often necessary but rarely tidy journalistic exercise - locating and asking pertinent questions of an unwilling participant who has gone to some effort to avoid them, writes Sky News US correspondent James Matthews .

Boris Johnson had been on a lengthy US trip, through Texas to Las Vegas in the west and Washington DC in the east.

He had dined with former presidents George W Bush and Donald Trump.

He had given speeches, at least one for a reported six-figure sum, and spoken on a range of issues - Ukraine, in particular.

Mr Johnson had covered some distance and considerable subject matter.

But he hadn't covered COVID, until we caught up with him upon his departure through Dulles Airport in Virginia.

And "doorstepping" the former prime minister wasn't tidy, as he was escorted by aides and security personnel towards a check-in desk, initially reluctant to answer questions.

Boris Johnson has insisted fresh claims he broke lockdown rules are "total nonsense" and that elements of his ministerial diary were "cherry-picked and handed to police".

The former prime minister was confronted by Sky News about the allegations as he made his way through the Dulles International Airport in Washington following a brief tour of the US.

Asked if he broke the rules he told Sky's US correspondent James Matthews : "This whole thing is a load of nonsense from beginning to end.

"I think it's ridiculous that elements in my diary should be cherry-picked and handed over to the police, to the privileges committee without even anybody having the basic common sense to ask me what these entries referred to."

Mr Johnson was referred to the police by the Cabinet Office on Wednesday over events in Chequers and Downing Street following a review of his official diary as part of the official COVID inquiry.

Pressed on whether the entries showed him "mingling with friends", Mr Johnson insisted "that is absolutely not what these diary entries show".

Earlier today, Labour's shadow work and pensions secretary Jonathan Ashworth told Sky News that his party will not shut down existing oil and gas fields (see post at 9.19).

He said that Labour's focus will be on sustainable energy, particularly nuclear and tidal, and said the party will outline its plans further "in the coming weeks".

The Conservative Party has now responded to Mr Ashworth's comments, accusing Labour of strenghthening Russian president Vladimir Putin's use of "energy as a weapon."

Energy Security Secretary Grant Shapps said: "In the midst of high energy prices for families, Labour's ideological vendetta against British energy independence not only risks hundreds of thousands of jobs but strengthens Putin's campaign to use energy as a weapon against the west.

"The Conservatives are taking a pragmatic approach supporting sectors that have enabled us to end our reliance on Russian oil and gas, while investing in the clean technologies we need for the future."

Health Secretary Steve Barclay held a "constructive" meeting with Royal College of Nursing (RCN) chief Pat Cullen - but made clear that a new pay offer for nurses will not be forthcoming.

Ms Cullen previously recommended the members of her union accept the deal agreed with the government, but it was rejected by members.

However, the offer was imposed because a majority of the NHS Staff Council body wanted to take the deal - despite the opposition from the RCN.

Speaking to Trevor Phillips, who was hosting Sophy Ridge on Sunday on Sky News, Mr Barclay was asked about a recent summit with Ms Cullen.

He said they "had a very constructive meeting this week" - but described what was offered previously and accepted by the NHS Staff Council as a "full and final" offer.

Net migration to the UK rose to 606,000 in the 12 months to December 2022, the highest number for a calendar year on record - despite a Tory 2019 manifesto commitment to "bring overall numbers down".

The figures, published by the Office for National Statistics, show that most people arriving to the UK last year were non-EU nationals.

Every week there are stories in the newspapers about resignation honours supposedly expected imminently, but yet to materialise.

If you're unfamiliar, resignation honours refers to the tradition of an outgoing prime minister granting a peerage, knighthood, or other kind of honour to a number of people.

The appointments are vetted by the House of Lords Appointments Commission, as well as the Cabinet Office.

Both Boris Johnson and (controversially) Liz Truss have drawn up individual lists, and they could be published by the government at any time.

So what do we know about those lists, and when could they be published?

Boris Johnson's resignation honours

After his departure from office in September, it was reported that Boris Johnson had drawn up a list of 50 people to receive peerages.

It has previously been reported that three sitting Tory MPs are on the list - former culture secretary Nadine Dorries, former cabinet office minister Nigel Adams, and COP26 president Sir Alok Sharma.

Those appointments could cause a giant unwanted headache for Rishi Sunak, because one cannot sit in both the House of Commons and the House of Lords at the same time.

It has been reported that they will not be allowed to defer their peerages until after the next general election, when they are all set to stand down, meaning that it could lead to three by-elections that the current prime minister will be in no mood to fight (and potentially lose) as he tries to resuscitate his party's position in the polls.

In today's Sunday Times, it is reported that the Conservative Tees Valley mayor Ben Houchen could also be named on the list.

The paper also reports that the vetting of Mr Johnson's list has finished, and Rishi Sunak is due to have a phone call with his predecessor this week that Mr Johnson wants to be about peerages, but Mr Sunak wants to avoid.

So, when we get to see the list is very much up in the air, but it is another headache on the horizon for the prime minister.

Liz Truss' resignation honours

Having been prime minister for just 49 days, Liz Truss having drawn up an honours list is certainly controversial.

Nonetheless, she has reportedly selected around 12 people to be honoured, said to include Tory party donor Jon Moynihan, aide Ruth Porter, ex-Vote Leave's Matthew Elliott and think tank boss Mark Littlewood.

Mr Littlewood is director of the Institute of Economic Affairs, a free-market supporting think tank strongly associated with Ms Truss and her economic philosophy.

Mr Elliott helped found the low-tax think tank the Taxpayers Alliance group and was chief executive of the main pro-Brexit campaign during the 2016 referendum.

Ms Porter ran Ms Truss' Tory election leadership campaign and briefly served as her deputy chief of staff in Number 10.

And Mr Moynihan donated tens of thousands of pounds to Ms Truss' leadership campaign, according to the register of MPs' financial interests.

When the list will be announced is unclear, but although Ms Truss granting peerages is controversial, it will likely see a shorter backlash for Mr Sunak than Mr Johnson's list due to the lack of sitting MPs.

Plans to encourage supermarkets to introduce voluntary price caps on food staples in a bid to help with the cost of living crisis are being drawn up by Downing Street, according to reports.

The scheme would aim to get retailers charging the lowest possible amount for some basic products like milk and bread, the Sunday Telegraph reported.

A government source told Sky News that any scheme "would be voluntary", adding: "Government has no plans to cap the price of food.

"We recognise retailers operate on low margins. But we are acutely aware of the cost of living squeeze people feel."

A Treasury source told the Sunday Telegraph: "Food inflation is much more resilient and difficult to get rid of than we anticipated."

Supermarkets are expected to be allowed to select which items they would cap and only take part in the initiative, modelled on similar agreement in France, on a voluntary basis, the paper reported.

It comes after Chancellor Jeremy Hunt backed interest rate hikes, even if they risk of plunging the UK into recession, in order to combat soaring inflation.

Although down from 10.1%, the Consumer Prices Index of inflation remains high at 8.7%, while experts have warned that alarmingly expensive food is set to overtake energy bills as the "epicentre" of the cost of living crisis.

Food prices are expected to keep rising, having already increased by 19.1% in the year to March, placing additional pressure on families.

Surging support for Labour among rural voters could put some cabinet ministers at risk of losing their seats at the next general election, a new poll has suggested.

The survey, conducted by Survation on behalf of the Country Land and Business Association (CLA), found that support for Sir Keir's Starmer's Labour Party has risen by 16 points since 2019 in the 100 most rural constituencies, with the party trailing just five points behind the Tories.

This would suggest that more than 20 Conservatives in the "rural wall" could be in line to lose their seats to opposition parties - including Chancellor Jeremy Hunt, whose constituency is being split in half at the next election.

Also at risk are:

Mel Stride, work and pensions secretary and MP for Central Devon;
Mark Harper, transport secretary and MP for Forest of Dean;
Liam Fox, former cabinet minister and MP for North Somerset;
Jacob Rees-Mogg, fomer cabinet minister and MP for North East Somerset.

Although all four have majorities of around 15,000, bigger majorities in rural seats have been overturned of late.

Mark Tufnell, president of the CLA, blamed "outdated" planning restrictions, a lack of infrastructure and the cost of living for the fall in support for the Tories, but suggested rural seats were still up for grabs.

The poll found 34% of people thought the Tories did not understand rural communities, while 31% said the same about Labour and 23% about the Liberal Democrats.

He said: "I think we have seen that any party, whether it’s Labour, the Liberal Democrats or the Conservatives, that wants to show an understanding of the countryside could easily hold and win those seats."

Saying that he expected the next election to be "tightly fought", Mr Tufnell added that the 12 million rural voters “could end up controlling who wins the general election".

Civil servants working for the Driver and Vehicle Licencing Agency (DVLA) have announced 15 days of strike action in an ongoing protest over pay.

Members of the Public and Commercial Services (PCS) union who work for Output Services Group at TY Felin and Morriston in Swansea will walk out from 11-25 June.

These staff print materials from the DVLA, among other government departments, meaning that there will be backlogs for things like driving licences and tachographs, and no vehicle tax reminders will be printed.

This group went on strike in February, and the print machines were switched off with no one else to operate them.

In a statement, PCS general secretary Mark Serwotka said: "Managers struggled last time and they’ll struggle this time.

"We’re not afraid to turn up the pressure on ministers to achieve our reasonable demands – a fair pay rise to help our members through the cost-of-living crisis and beyond."

A DVLA spokesperson said: "The quickest and easiest way way to deal with DVLA is through our online services which, along with our Contact Centre, is operating as normal during this period of industrial action."

As you might expect, the Tories have not exactly praised Labour's proposals for immigration reform (more details in the post at 12.00).

In a rather punchy statement, Tory chairman Greg Hands said: "This morning Labour once again showed us they are all over the place on immigration.

"The fact is that lefty lawyer Keir Starmer put freedom of movement as one of his key leadership pledges and previously said all immigration controls are racist.

"The Conservatives have implemented a points-based system and reformed student visas, giving us the tools to control numbers as we deliver on our five priorities."

It should be noted that net migration hit a new calendar year record of 606,000 people in the year to December 2022.

What to Know About Limiting Your Child’s Screen Time

Concerned parents have many tools, including free software from Apple and Google, to actively oversee how children use their tech.

Attention, parents with “screenagers”: The U.S. government has issued a public warning that scrolling through apps like TikTok, Instagram and Snapchat may pose serious risks to your child’s mental health.

In a 19-page report, Surgeon General Vivek H. Murthy said on Tuesday that while social media offered some benefits to younger people, including the ability to connect with communities, it also exposed them to potential harms, such as cyberbullying and content that promotes eating disorders, self-harm and other destructive behavior. Social media also hurts exercise, sleep and other activities, he said.

What can parents do? One is to explore potential options to limit children’s screen time. Let’s go through them.

What tools are available, and where do we get them?

Google’s and Apple’s mobile operating systems offer free tools that can be effective for restricting screen time on smartphones and tablets. These tools allow parents to monitor and set limits on their children’s devices.

For Android devices, there’s Family Link, an app that must be downloaded through the Google Play Store. From there, parents can set up a child’s Google account to be monitored with the software. For parents who use iPhones and want to manage their children’s Android phones, there is also a Family Link app for iOS.

For iPhones, Apple’s iOS includes a tool called Screen Time, which can also limit the time that someone spends on the device. It can be activated inside the iPhone’s settings app by following Apple’s instructions .

Are these tools any good?

Both have pros and cons.

Google’s Family Link has useful features, including the option to reject apps that a child is trying to download and the ability to lock down a device at specific times — between 9 p.m. and 7 a.m., for example, when the child is in bed.

But Family Link has a major limitation: When children turn 13, they can choose to “graduate,” as Google calls it, or lift the restrictions. At that age, the child reaches the minimum age requirement in the United States to create a Google account without parental consent.

One workaround for parents who want to continue using the restrictions is to go into the child’s Google account and modify the age to under 13.

We also tested Apple’s Screen Time feature in a weekslong experiment when the tool was introduced. The feature lets parents create time limits for specific apps or categories of apps, like social networking or games, on their children’s iPhones. When the child runs out of time with an app, it locks the child out. The parent can then have a conversation with the child and decide whether to allow additional time on an app.

The downside is that parents who are also using the tools to monitor their own phone use can easily bypass the restrictions using their passcode — and they may realize they are even more addicted to their screens than their children.

Are there other options?

There are also third-party Android and iOS apps that allow parents to manage screen time, though they should be used with caution. Some apps from unknown brands that are marketed as parental control apps have been used by stalkers to track the users’ locations and even eavesdrop on them through their microphones — a type of malicious software that security researchers call “ stalkerware .”

Parents have plenty of resources to find reputable tools that can also work on personal computers, as well as on phones and tablets. Common Sense Media, a nonprofit that reviews products for families, found that Qustodio and NetNanny gave parents deep control of their children’s devices.

Do social media companies offer features to limit use of their apps?

Social media companies also offer some features to remind people to stop scrolling. Instagram, for example, has a “Take a Break” reminder that can be turned on, and TikTok this year introduced its own tool for limiting time spent inside its app.

But the effectiveness of these features has been questioned. Many people, including teenagers, have found that these tools can be easily overridden .

16 years of dashed hopes and false claims: how the disappearance of madeleine mccann captivated the world.

“We’re never going to give up.” Those were the words earlier this month from the parents of Madeleine McCann, who vanished as a toddler without a trace while on vacation in Portugal in 2007. Born May 2003, Madeleine’s family were marking her 20th birthday.

Now, just weeks later, police are conducting a search of a remote reservoir around 50 kilometers (31 miles) from the resort area where Madeleine disappeared 16 years ago. It’s the latest development in a long-running, high-profile and, oftentimes, controversial hunt for the missing child from Leicestershire, England.

The mystery of what happened to Madeleine has captivated people around the world in a way few other disappearances have. For years, many have followed every twist and turn of her exhaustive case with frenzied anticipation. Was she taken? Where did she go? From the beginning, her parents have said they believe she was kidnapped, and that she’s still alive somewhere.

Their regular appeals on her whereabouts have led to numerous supposed sightings of girls fitting Madeleine’s description with her tell-tale rare eye condition all over the world, but none of the tip-offs turned out to be correct. And while many suspects have been investigated – some later cleared while others remain under inquiry – the search for Madeleine continues.

May 3, 2007: The night Madeleine McCann vanishes

Madeleine was just a few days away from celebrating her fourth birthday when she disappeared while on a family vacation in the Portuguese resort town of Praia da Luz on May 3, 2007 .

The trip had started well with the family enjoying the fresh air and sunshine during their stay at the Ocean Club resort in the Algarve region. But five days into the getaway, tragedy struck.

That fateful evening, Kate and Gerry McCann put Madeleine and her younger twin siblings, Sean and Amelie, to bed before going to dine with friends at an onsite tapas restaurant a short distance away. The group had devised a system to check on all the children every half hour.

The McCanns speak to the media in Praia da Luz a day after their daughter went missing on May 4, 2007.

Kate McCann raised the alarm at about 10 p.m. when she went to do her round of check-ins only to discover the shutters of her children’s room open and Madeleine’s bed empty.

“All I can say is it just felt so safe, you know. It’s a family, family resort,” Madeleine’s mother later said.

The police were called and over the ensuing hours they joined the toddler’s parents, their friends and staff at the complex in the search. In the following days and months, hundreds of police officers supported by volunteers scoured the surrounding area, with no luck.

2007: A media frenzy and early suspects

The disappearance immediately sparked global interest, bolstered by a huge publicity campaign launched by the McCanns.

A large reward was offered for information on Madeleine’s whereabouts, including contributions from “Harry Potter” author J.K. Rowling, “America’s Got Talent” judge Simon Cowell, and billionaire CEO Richard Branson. Appeals for help to trace the missing girl were also issued by superstar footballers including David Beckham and Cristiano Ronaldo.

The McCanns traveled widely to publicize the search for their daughter and even met then-Pope Benedict XVI in Rome to ask him to pray for Madeleine’s safe return.

Less than two weeks into the investigation, on May 14 , Portuguese police named Robert Murat, a British man living in Portugal, as an “arguido,” or official suspect in the case. Murat denied the allegations and maintained his innocence. The suspect status was subsequently withdrawn and no charges were ever brought.

Pressure quickly mounted on local police over their handling of the case amid the global media spotlight that had descended upon the once-sleepy seaside town. Questions were raised over their operational conduct on the night Madeleine went missing with the Portuguese police chief in June admitting forensic clues may have been destroyed as the apartment scene was not securely protected.

In September , Portuguese police also designated “arguido” status on Kate and Gerry McCann as suspects in their daughter’s disappearance The move came after reportedly finding suspicious DNA in a car the family rented 25 days after she went missing. The Sunday Mirror newspaper quoted Kate McCann at the time as saying Portuguese police were trying to get her to falsely confess that Madeleine died in an accident and that the couple panicked and disposed of the body. The pair vehemently denied any wrongdoing or involvement in Madeleine’s vanishing.

Gerry McCann said in a Spanish TV interview that October that he was “confident” the couple would be “eliminated” from inquiries. “I’m confident of that, because we have done nothing.”

2008: Portugal ends investigation

In March 2008 , the McCanns accepted $1.1 million in libel damages and front page apologies from the London newspapers the Daily Express and the Daily Star over stories alleging the parents were involved in the disappearance or death of their daughter. The money was to go to Madeleine’s Fund, a nonprofit company set up to find the girl and bring to justice anyone who played a role in her disappearance.

Four months later, in July 2008 , Portugal’s attorney general ended the probe into Madeleine’s disappearance. A spokesman for the Portuguese prosecutor’s office told CNN the 14-month investigation had not uncovered any evidence of a crime by the three people once named as official suspects: The McCanns or Murat.

With the case effectively closed, the police turned over its case file – containing up to 30,000 pages – to attorneys and private investigators working for Madeleine’s family who vowed to continue.

Kate McCann said they would leave “no stone unturned” as they continued their private hunt and that she believed being named a suspect by the Portuguese police had a devastating effect on the case.

2007: McCann parents declare innocence

A month later , a spokesman for the McCanns said the couple still believed their daughter was alive, in part as a result of reviewing the Portuguese police files which did not reveal any evidence she has been killed.

The files also showed a senior British forensic scientist said it was impossible to conclude whether a DNA sample from the family’s Portugal rental car came from Madeleine, the family spokesman said. “You have to ask what the police were trying to achieve by over-presenting evidence that they did not have, and clearly could not claim to have,” the spokesman told the BBC at the time.

2009-2012: Family tries to maintain case momentum

In May 2009 , the McCanns appeared on “The Oprah Winfrey Show” and unveiled a digital enhanced image showing what their daughter might look like at the age of 6. Kate McCann said during the appearance that she had been keeping Madeleine’s room ready for her and visited daily, “just (to) say hello… just (to) tell her we’re still going… to do everything we can to find her.”

Two years later , the McCanns published their own account of their daughter’s disappearance titled simply “Madeleine.” They expressed hope that the book would prompt others to come forward with information and that any profits were to be directed toward furthering the investigation.

Meanwhile, London’s Metropolitan Police formed an investigative review, aimed at going through details from the case.

After a yearlong review , the force released a fresh computer-generated image of the girl showing what Madeleine might look like at the age of 9 . “As a result of evidence uncovered during the review, they now believe there is a possibility Madeleine is still alive and are appealing for anyone who is able to provide direct information as to her whereabouts to contact the team,” police said in a statement, without disclosing any details on the possibility of new leads.

2013: Case reopened

Hope was renewed for the family in October 2013 when British police issued new sketches of potential suspects in the case. An appeal on the BBC TV show “Crimewatch” led to more than 1,000 calls from the public , with two callers naming the same suspect.

That same month, Portuguese police said they would reopen the case . Police in the UK and Portugal would work together on their investigations in parallel to pursue new leads.

In January 2014 , authorities in Portugal received a letter from British prosecutors asking to interview people there in connection with the 2007 disappearance. UK detectives flew out shortly after but no arrests are made.

Amid the renewed push for answers, in March it emerged that officers were looking for a man who assaulted five other young British girls on vacation in Portugal while investigating 12 potentially linked crimes at resorts near where Madeleine vanished.

There appeared to be little progress in the following years. In September 2015 , the UK police investigation – known as Operation Grange – was revealed to have cost more than £10 million ($12.4 million) since it started in 2011.

2020: A new suspect emerges

June 2020 saw a major breakthrough in the case when British and German authorities announced that they were investigating a 43-year-old German man in connection with Madeleine’s disappearance. He was later named in German media as “Christian B.” UK authorities described the development as a “significant new line of enquiry.”

The suspect – who had lived in Portugal’s Algarve region between 1995 and 2007 and had lived in a house in Praia de Luz – was a convicted rapist and child sex abuser currently serving a jail sentence for the rape of a 72-year-old woman in Portugal.

Hans Christian Wolters, spokesman for the State Prosecutor's Office of Braunschweig in the state of Lower-Saxony, told CNN his office assumes McCann is dead.

In an interview with CNN in the weeks that followed, German prosecutor Hans Christian Wolters said they had “findings” that showed the new suspect had murdered McCann but not enough evidence to bring the case to court.

In response to the fresh developments, the McCanns thanked the two police forces for their continued efforts in locating their daughter.

“All we have ever wanted is to find her, uncover the truth and bring those responsible to justice,” they said. “We will never give up hope of finding Madeleine alive but whatever the outcome may be, we need to know as we need to find peace.”

In July , Portuguese authorities conducted searches of three wells related to the investigation, but a local law enforcement source said no new information was discovered.

2022: Probe into new suspect ramps up

In April 2022 , Portuguese and German officials designated the new suspect, now identified as Christian Brückner, as an official suspect. It was the first time Portuguese prosecutors identified a formal suspect in the case since clearing Kate and Gerry McCann.

The following month , Wolters reiterated his position that he was “sure” Brückner had killed Madeleine .

2023: Further searches

On May 22, 2023 , German authorities told CNN police there would be a new search in Portugal based on a recent tip . The operation began the following day on the Arade reservoir near the Portugese city of Silves, around 50 kilometers from Praia da Luz.

Police divers and speed boats were seen at the site and expected to be there for around two days, according to CNN affiliate CNN Portugal. Authorities said excavations had been conducted which uncovered material that would be sent for analysis, without providing details on what has been found. The waters were previously checked in 2008 but turned up little of value.

Portuguese authorities during a new search operation at the Arade dam, in Silves, near Praia da Luz, on May 23.

Police were looking for evidence to support an official charge against Brückner in the McCann case, CNN Portugal reported.

Sources told the CNN affiliate that the focus this time was not underwater, and although some diving might take place, the above ground investigation was the priority.

The search was ordered after pictures of the reservoir were found on Brückner’s computer, a police source in Germany told CNN Portugal. Brückner apparently spent a lot of time at the body of water while residing in the country, referring to it as “paradise.”

Earlier in May , the McCann family marked the 16th anniversary of Madeleine’s disappearance. Her parents said in a statement that their daughter was “still very much missed.” They added that “the police investigation continues, and we await a breakthrough.”
